But most obvious reason is that they lack temple or do not have access to booze or good food or there is no personal bedroom. Have you smoothed/engraved your walls and floors. Have you put statues in meeting and dining rooms.Brewing. All you need to do in order to brew drinks is click on the Still and add a new task.
